Training for the position of long-term observer in EU EOMs Brussels, 13-17 April 2015

The EODS training for the position of long term observers in EU EOM aimed at providing tools and knowledge to implement the EU long term election observation methodology to prospective LTOs. From 13 to 17 April, 16 participants from 16 EU Member States were introduced to topics relevant to the work of a LTO in an EU election observation mission, with special emphasis on roles and responsibilities, international obligations, commitments and good practice related to elections, and in particular to develop capabilities related to the different activities undertaken by EU observers, including drafting incident and weekly LTO reports in English.

Participants with knowledge of Spanish and French were offered the possibility to write some the exercises in any of those two languages in order to assess that their language skills meet the requirements of EU EOMs with French or Spanish as working languages. The training also focused on developing participants’ interpersonal skills, and combined presentations, case studies and exercises based on possible mission scenarios, such as meetings with different interlocutors, media, and national staff.

In the framework of the EU cooperation on election observation issues with regional organisations, the training was also attended by a representative of the Electoral Affairs Department of the League of Arab States.
